An editorial notes Gov. Paterson's call for a moratorium on buying land in the Adirondacks and Catskills raises concerns that prior land acquisitions are at risk, because private conservations groups often purchase the desired property first, and then re-sell it to the state. It is noted the Nature Conservancy still owes $80 million on its $110 million purchase of Finch, Pruyn land, which was to be re-sold to New York State.
